OFFICE MEMORANDUM
Subject: Policy for regularization of employees appointed on contract against regular pay scale at the Institute
In continuation with notification No.IITMandi/RO-01/2015/84-105, dated 25-05-2015, the BoG has been pleased to approve the following policy for regularization of employees appointed on contract against regular pay scale at the Institute including the equivalence between Old and New APAR system and guiding notes:
1. The Regularization norms and equivalence:

The APAR ratings should not be less than ‘Good’ grade or ‘6’ (SIX) for the purpose of regularization in any year under consideration, for S. No. 1-3 above. |

For regularization during/after fifth (5th) year |
An average of 6 (SIX) points which is equivalent to ‘Good’ must be maintained for total period under evaluation with APAR ratings should not be less than ‘Satisfactory’ grade or ‘5’ (FIVE) in any year under consideration for the purpose of regularization. Establishment section will process the cases for regularization on receipt of qualifying APARs or six months prior to completion of tenure of contract in respect of employee(s) working in the 5th year of service, positively.

Note: The APAR score should be rounded off to the nearest integer for calculations as per the proposed norms.

3. Regularization of employees appointed on the contract may be considered in accordance with the abovementioned guidelines, subjected to the following:
(i) Leave, hospitalization or absence for a period more than 90 days will be excluded for the computation of qualifying service.
(ii) The employee, against whom disciplinary case/proceeding is pending or contemplated, will not qualify for regularization.
(iii) In case of any deviation/difference, the Director IIT Mandi or Competent Authority, at his discretion, may constitute dedicated Evaluation Committees as may be considered appropriate and the decision of the Director IIT Mandi or the Competent Authority shall be treated as final and binding.
