On the basis of the recommendations of Institute Standing Committee meeting held on 29th April, 2015, the Chairman BoG has been pleased to approve the following policy for regularization of non-teaching employees in the Institute;
- The employee on contract should have been recruited against the sanctioned post advertised on All India Basis and on the recommendations of the selection committee duly constituted as per the guidelines given in the statutes.
- The position under consideration is sanctioned, still exists and has not been abolished.
- Institute appointed employee shall be treated as on regular - track contract and will be designated as (name of the post) (regular-track contract).
- The notice period required for termination of contract by employee or employer will be three months.
- The regularization, only on the serving position, should be done through ‘Internal Regularization Committee’ appointed by the Director.
- The constitution of the review committee shall be as under;
- Director or His Nominee ( Chair Person)
- Dean / Head of School/Head of Section: where the candidate is working
- Internal member from other department /Section/School
- An External Member
- The Regularization Committee can decide about the duration of the probation while recommending a person for regularization
- The Regularization Committee on the basis of performance of the employee concerned may recommend additional increments along with the regularization of the concerned employee.
- An employee will become eligible to be reviewed for regularization provided he/she satisfy any one of the following:
- He / She has served the institute on the post under consideration for minimum two years and should have earned in these two years overall APAR ratings as One ‘Out Standing’ and another can be ‘Very Good’/ ‘Outstanding’
- He/ She has served the institute on the post under consideration for minimum three years and should maintain overall APAR ratings ‘Very Good’ in all the three years. ‘Good’ in 1st or 2nd year may be compensated by one ‘Outstanding’.
- He / She has served the institute on the post under consideration for minimum four years and should have ‘Very Good’ in 2nd, 3rd and 4th year. A ‘Good’ in 2nd or 3rd year may be compensated by one ‘Outstanding’ in the year 2, 3 or 4.
- After regularization,the initial date of joining in the Institute (against the five year contract) will be considered as the date of joining as regular employee on the post provided there is no break in service.
- Leave, hospitalization or absence for a period more than 90 days will be excluded for the computation of qualifying service.
- The person who is not satisfying the conditions stated in point 9 will not be reviewed, even if he completes four years of service at IIT Mandi.
- The employee, against whom disciplinary case /proceeding is pending or contemplated, will not qualify for regularization.
The policy for regularization of non-teaching staff/officer shall be implemented with immediate effect and govern/be in practice till the applicable Recruitment/Promotion Rules for all non-teaching posts are formulated at the Institute.
