OFFICE MEMORANDUM
In pursuance of instructions given under point no. 10 referring to the GFR2017 Sub-Rule 173 vide O.M. no. F.1/3/2024-PPD dated 10.07.2024 of Govt. of India, Ministry of Finance, Department of Expenditure, Procurement Policy Division, to encourage transparency, competition, fairness and elimination of the arbitrariness in the procurement process for the procurement cases above Rs. 50 Lakhs following are the instructions approved by the competent authority:
1. It is to be ensured that no committee member is directly reporting to any other member of the committee in executing purchase cases. To avoid conflict of interest following to be implemented:
a. If any of the purchase committee member is the indenter, then he / she should not be the part of the purchase committee recommendations.
b. If the reporting officer / school chair / coordinator / Dean is the indenter then the purchase committee recommendation should be approved by the Dean Finance or Director, IIT Mandi, as per norms.
All are requested to ensure strict compliance with the same while processing the procurement cases of the requisite value.
