Whereas, the quarterly expenditure ceiling for Competent Financial Authorities (CFAs) has been introduced vide Notification No. IIT Mandi/BoG-43/2025/794-796 dated 06.03.2025, in line with the delegation of financial powers to various functionaries of the Institute.

And whereas, the Finance & Accounts (F&A) Section has implemented a blanket fund allotment system to CFAs from the current financial year, replacing the earlier item-specific fund allocation process. This has been done to provide greater flexibility to CFAs in meeting their requirements as per their priorities.

Therefore, the existing Indent Form is suitably modified as per Annexure-I, and a new Proforma is also introduced (Annexure-II) to facilitate better accounting of fund flow and to ensure adherence to the quarterly expenditure ceilings at the level of each CFA. An illustration for the usage and monitoring of the Proforma is enclosed as Annexure-III for reference.

All concerned are requested to make note of the above and ensure compliance with immediate effect.
