NOTIFICATION
In continuation to notification No. IITM/DSRIC/02/2021/07-01 dated 03.07.2021 regarding handling of project related purchases by SRIC section, it is hereby informed that in consultation with the concerned officials, following decisions and procedures for the smooth transition of project related purchases from S&P to SRIC have been finalized.
1. On receipt of the items/stores purchased from the projects, the respective School/Center/Section will do the stock entry and submit the bills (major,minor and consumables) to SRIC office. Subsequently, SRIC office will do the additional stock entry and forward the bills according to the institute norms to Audit and Finance section for processing and clearance.
2. The purchases involving project funds and other institute funds will be handled in the following manner:
i) SRIC office, if major funds are contributed through the project/seed grant/PDF/external funding.
ii) S&P office, if the major funds are contributed by the institute.
3. The purchases related to the projects, seed grant, PDF or any other cases of external funding will be handled by the SRIC office, while the purchases from Institute funds will be handled by the S&P section.
4. While submitting the purchase cases for processing, project number, budget head and fund status should be mentioned in the committee recommendations or purchase indent.
5. GPC meeting for project related purchases will be convened by AR (SRIC).
6. The custom clearance and GST exemption documents of project related purchases will be prepared and processed by the SRIC office.
7. All kind of rate contracts, empanelment of the agents and necessary registrations related to exemptions like DSIR registration etc. will be processed by the S&P section. SRIC section will assist S&P section in this process, whenever required.
